A hundred kilobytes is a common email and CMS soft limit: big enough for a usable still after a sensible re-encode, small enough that portals still bother to check.

Encoding, measuring, and (if needed) shrinking all happen in your browser. You’ll get another generation of JPEG artefacts; that’s the trade for a hard byte cap. EXIF and other metadata don’t survive the re-encode. Prefer the original camera file over a twice-compressed social download when you can.
