The recording is read into memory and converted with FFmpeg compiled to WebAssembly, loaded from this origin once (~30 MB) and then cached. You can open the network tab first: you should see this origin load, and on the first video or audio visit a local ffmpeg-core.wasm, not a POST of the file. After the page (and encoder, if this is media) has loaded, wifi can go off. That's the whole product, not a badge.
MP3 is a lossy target. Re-encoding throws away some detail. I won't call the result identical to the source. If you need a lossless container, this is the wrong pair, pick PNG or FLAC or WAV where those exist. Quality sliders on stills are honest: lower means more of the picture is discarded.

Common questions
Does converting OPUS to MP3 upload the file?
No. This is a static page. The recording stays in the tab. The network panel should show this origin, not a POST of your OPUS file.
Will OPUS to MP3 look or sound the same?
Close, if you keep quality high, not identical. MP3 compresses. A second generation on top of OPUS is a real cost. If the result looks chewed, raise quality or pick a lossless pair.
Why is there a separate OPUS to MP3 page instead of one converter?

Why this one doesn't upload your file
There is no server to upload to. This page is a static file, and the work happens in your browser using the same graphics and WebAssembly code that renders every other site you visit. Your file is read from disk into memory, processed, and handed back as a download. Once the page has loaded you can disconnect from the network entirely and it keeps working. The longer explanation
